3. Situation

SITUATION REPORT

Resurging ISIL forces in Al Diwaniyah have established a strong presence, operating in small, mobile cells within urban environments. They are heavily embedded among the civilian population and are using guerrilla tactics, including ambushes, IEDs, and VBIEDs, to disrupt local security and coalition efforts. Intelligence confirms ISIL is actively attempting to intercept and eliminate a High-Value Individual (HVI) who holds critical intelligence about their operations and leadership structure.


Tier 1 units have been deployed to conduct the extraction of the HVI from a secure but isolated location within the region. The mission is time-sensitive, and any delay or failure could lead to the loss of the HVI and critical intelligence.


The 1st Ranger Battalion has been tasked with securing the extraction route, providing overwatch, and standing by as Quick Reaction Force (QRF) to respond to any threats that may compromise the operation.

A. Area of Operations (AO)


B. Enemy Forces

  • Strength: ISIL forces are estimated to number between 50-70 fighters in the immediate AO, with potential reinforcements nearby.
  • Disposition: Concentrated in urban areas and industrial zones along the primary extraction route.
  • Capabilities:
    • High proficiency in urban warfare tactics.
    • Use of IEDs and VBIEDs.
    • Lightly armed but with potential access to RPGs and small arms capable of disrupting convoys.
    • High mobility due to familiarity with the terrain and civilian camouflage.


C. Friendly Forces

  • Tier 1 Units: Conducting HVI extraction, relying on stealth and speed to minimize exposure.
  • 1st Ranger Battalion: Providing area security, reconnaissance, and QRF support.
  • Attachments:
    • UAV support for overwatch and reconnaissance.
    • Heavy weapons squad to secure critical points.

4. Mission

​Mission Statement

  • Secure Extraction Route: Clear and establish defensive positions along the primary extraction route to ensure safe passage for Tier 1 units and the HVI.
  • Overwatch: Utilize UAVs and ground elements to provide real-time intelligence on enemy activity.
  • Quick Reaction Force (QRF): Stand ready to engage any threats that compromise the extraction or security of the AO.
  • Protect Exfil Point: Secure the exfiltration site to ensure the safe evacuation of the HVI and Tier 1 personnel.

5. Execution


A. Commander’s Intent

The primary objective is to ensure the success of the HVI extraction by providing unwavering security and rapid response to threats. Tier 1 units will operate covertly, relying on the 1st Ranger Battalion to secure the area and counter any insurgent activity. Success is defined as the safe extraction of the HVI with minimal casualties and the neutralization of ISIL forces attempting to disrupt the operation.


B. Concept of Operations

The operation will occur in three phases:


Phase 1: Insertion and Area Security

  • Secure and establish defensive positions along the designated extraction route.
  • Deploy UAVs for reconnaissance to identify enemy positions and potential threats.


Phase 2: QRF Readiness

  • Maintain a high state of readiness to respond to any Tier 1 distress signals or engagements.
  • Conduct aggressive counter-insurgency patrols in adjacent sectors to disrupt ISIL operations.


Phase 3: Extraction and Withdrawal

  • Support Tier 1 units during the extraction by suppressing or neutralizing enemy threats.
  • Provide overwatch and secure the exfiltration point until the HVI is safely evacuated.

6. Sustainment

Logistics

  • Ammo resupply will be available at designated Landing Zones (LZ). Medical support will be provided by the attached medics from the battalion aid station; and
  • Meal and Water kits are to be transported at the platoon level with provided ration packs.

Personnel and Casualty Evacuation (CASEVAC)

  • Ensure all personnel are combat-loaded and have completed their pre-combat inspections (PCI).

7. Command and Signal

Command:

  • Overall Command:
    • U.S. Forces in the region will operate under the overall command of Colonel H. Simmerson, Commander of the U.S. 1st Ranger Battalion, in coordination with NATO and Polish defense forces.
    • Allied forces, including special operations and undisclosed units, will be under the operational control (OPCON) of Task Force Sentinel, with mission directives issued through the NATO Africa Command.
  • Command Relationships:
    • U.S. Forces will maintain tactical control (TACON) over all attached Ranger elements, with joint operations coordinated through NATO channels. Special operations units will report directly to Task Force Sentinel for mission-specific tasks.
    • U.S. forces will synchronize operations with the Special Operations Task Force to ensure integration of covert and intelligence missions with conventional operations.
  • Succession of Command:
    • In the event that Colonel H. Simmerson is unable to continue in command, the command will pass to Lieutenant Colonel M. Hogan, Deputy Commander of the 1st Ranger Battalion.
    • Each subordinate unit will have a pre-designated chain of command as outlined in the mission’s operational orders.


Signal:

  • Primary Communications:
    • Secure communications will be established through SINCGARS (Single Channel Ground and Airborne Radio System) for tactical unit-to-unit communication.
    • Joint Force Communications Network (JFCN) will provide encrypted communication for coordination between U.S., NATO, and Polish Forces. Units will maintain regular contact with headquarters and adjacent forces via this network.
  • Alternate Communications:
    • Satellite Communications (SATCOM) will be used as a secondary method for long-range communications in case of primary system failure or interference.
    • Field phones and messenger systems will serve as backup communication within forward positions and for maintaining local security.
  • Call Signs and Frequencies:
    • Call signs for all units and leaders will be provided in the Annex K (Communications) of the operational order. Call signs will be used for secure communication across tactical networks.
    • Frequency management will be handled by the S-6 Communications Section, with changes and encryption keys updated daily to ensure operational security.
  • Visual Signals:
    • Standard visual signals for identification and coordination, including IR strobes, signal flares, and marking panels, will be used in situations where radio silence is required or communications fail.
  • Emergency Communication Procedures:
    • In the event of complete communication failure, units will revert to pre-established emergency fallback frequencies outlined in the Communications SOP.
    • Emergency beacons and signal devices will be issued to all personnel to ensure recovery and extraction in high-risk zones.
